“阜宁县金沙湖度假区”总体规划编制
二、项目概况
1、阜宁县概况。阜宁地处苏北平原中部，东临黄海之滨，西依黄河故道，县域面积1439平方公里，人口110万，辖16个镇和省级经济开发区、澳洋工业园、东益经济区，是享誉一方的红色圣地、水绿宝地、创业福地。阜宁历史悠久，古称黄浦，宋时称庙湾，清雍正九年（1731）建县，素有“江淮乐地”之称。阜宁也是著名的革命老区，当时有“北有延安，南有盐阜”之说。同时，阜宁还是我国著名的“淮剧之乡”、“杂技之乡”和中国第一个“散文之乡”。
2、阜宁县总体城市定位与发展战略。阜宁位于通榆河、沿海高速公路和即将建设的沿海铁路轴线地带，毗邻沿海密集港口群，属沿海开发“三极”（连云港、盐城和南通）辐射的重点区域。阜宁提出了“水绿阜宁”的城市总体定位和“一体两翼”、“积极向南”的城市发展战略，将金沙湖板块纳入了城市整体发展的视野，“扩城抱湖”的态势将是阜宁城区发展的战略格局。
3、金沙湖区域概况。金沙湖度假区紧贴阜宁中心城区南侧，东至桃园村、南至329省道阜宁城区段，西至射阳河，北至渔深河。东西长约10公里，南北长约2.1公里，用地24.77平方公里，水面面积3.8平方公里。规划区内主要以水域、沙滩、农田、林带、村庄、古镇古寺庙等形成的生态景观资源格局。
4、金沙湖区域总体定位与规划设想。总体定位为阜宁城区南部中心市区和淡水金沙生态旅游度假区。规划设想为以水生态、水文化为主体的集商务、文化、沙滩体育运动、娱乐休闲、餐饮、生态景观旅游、宜居生活、传统文化与沙文化等功能性质的旅游度假区。
三、投标人资格要求
1、营业执照经营范围符合招标项目要求、具备独立承担民事责任能力的国内外知名法人企业。国内企业须同时具备甲级规划和甲级建筑设计资质；国外企业的业务领域具有规划和城市设计三项内容。
2、国内企业针对本项目的设计团队须具备国家注册城市规划师、一级注册建筑师及高级工程师、高级旅游园艺师、高级经济造价师。国外企业针对本项目的设计团队须具有上述类似的专业执业资格人员。
3、投标单位提供近年来编制过同类性质和规模的总体规划项目成果两项以上（须为拟参与本项目的主设计师主持的项目）。其中：经省级及以上行业主管部门（或相当于省级及以上的机构）评定的获奖项目、中国境外项目分别达一项以上。
4、规划设计团队须具备在合同签订后45个工作日内完成编制金沙湖总体规划任务的能力。

II.Brief introduction
1. Introduction to Funing.
Funing county lies in the middle of Northern Jiangsu Plain, with the Yellow Sea to the east and the former Yellow River to the west. It covers an area of 1,439 square kilometers with a population of 1,100,000. There are 16 towns and a provincial economic development zone, Aoyang Industrial Zone and Dongyi Economic Development Zone. It is famous as a revolutionary, green and prosperous county. Funing has a long history. In the ancient times, it was called Huangpu and Miaowan in the Song Dynasty. The county government was founded in Yongzheng ninth year (1731).It has been regarded as“Happy Land of Jiangsu Area”, and as a famous revolutionary base, as the saying goes,“North China Yanan, South China Yanfu”. Meanwhile, Funing is also home to the Huai Opera, acrobatics and prose.
2.Features and Development strategy of the city
Funing county is located by the side of the Tongyu River, the coastal highway, and the coastal railway, which is to be built. Funing is next to a group of sea ports, belonging to the coastal development area(between Liangyungang, Yangcheng and Nantong). The government aims to build the city into a green one with the development strategy“a main part with two wings”and“the southward move”. And Jinshahu area is included in the development of the city.
3.Introduction to Jinshahu Holiday Zone
South of the city center lies Jinshahu Holiday Zone, with Taoyuan Residents’association to the east, 329 Provincial Road to the south, Sheyang River to the west and Yushen River to the north. It is 10 km from east to west and 2.1 km from north to south. Its land area covers 24.77 square km and the water area 3.8 square km. The zone will be characterized with waters, sands, farms, woods, villages, as well as traditional towns and temples.
4.Development strategy of Jinshahu Holiday Zone
The zone will function as the centre of the southern city, and as an eco-travel holiday zone. It has been planned as a combination of business, culture, sand sports, entertainments, foods, and an ecological environment with water culture as its main feature.
III Qualifications required for the tenders
1.Well-known firms at home and abroad are preferred. The firm should have the ability to undertake the civil responsibility on its own and its license should cover the range which accords with the bidding project. Domestic firms should have A-level planning and A-level architectural design qualifications at the same time. The scope of business of firms from abroad should cover planning and city design.
2.The designing group from domestic firms should include state-level registered city planners, A-level registered architects, senior engineers, senior horticulturists and senior budget-makers. Firms from abroad should have similar qualified personnel.
3.The bidding firms are required to provide at least two recently-made projects similar in style and scale to this one (The planning were made by the chief designer, who is going to be participate in this project). There is at least one award-winning project evaluated by provincial organizations or above and one is in foreign countries.
4.The designing group is required to complete Jinshahu master plan within 45 working days after the contract is signed
